I’ll say overall, taking weather & natural features into account, Vancouver is tops.

If we start getting into the nitty-gritty about what makes a city a city - culture, the economy, transportation, affordability, etc. Vancouver probably slips to third behind Toronto and Montreal - I’d put Montreal first but the French Nazism hurts it.

QC is lovely but so are Halifax and Victoria and you don’t have the French burden.
