Someone smarter than me will have to explain why we have to go through the rigamarole of the standoff to approve spending money that was already passed in legislation previously. To me that money is spent. If it was voted on and passed, then it shouldn't require additional votes to actually release the money.

Unless of course one side who only throws a fit when the other side is in power wants to ensure government stays broken so they can campaign on how government is broken.
