The NY AG doesn't have the authority to lay criminal charges (not sure why, but whatever), but they filed the lawsuit citing evidence of criminal and tax fraud activity and they turned over said evidence to the IRS and the Southern District of NY. It's up to them to to lay charges. In addition, the same evidence will wind up on the desk of Merrick Garland as it involves fradulent valuations of assets in various districts.

What the lawsuit does is it asks for Trump and his kids to not be able to sit in any officer position of any business doing business in the state of NY. In addition, it is also asking for all banks certified to do business in NYC be barred from loaning the Trump org any more money. If you want access to the Federal Reserve or the FDIC, you are certified in NYC. This turns off the money taps, and encourages banks to cooperate in order to keep access to the entire financial infrastructure.

Also, it gives Trump and his cronies a new set of opportunities to perjure themselves.
