I think, one way or another, they needed to make a decision on Ukraine and NATO at some point between 2014 and this week. Either do it or don't. That went through 3 US presidents, 3 UK PM's, 2 French presidents, etc. They all just acted like there was nothing to this and the status quo would remain.

Gonna be a good history lesson one day.
