Given the saga of Berlins's new Brandenburg airport, I may have to disagree on that one.

Speaking for experiences here in NC, our delightful Republican legislature has hamstrung government from being efficient in large infrastructure projects by mandating selection of the lowest bidder, regardless of other judgmental factors. That has led to various issues with sub-par work by the contractors like a local bridge that took more than double it's projected time line when the contractor first used the wrong size beams and then also poured all of the concrete incorrectly.
