Well the thing is that he doesn't like the bill because it is fiscally unbalanced, in his opinion because it doesn't cut enough spending. He's right about it being unbalanced but it's not going to inflate the deficit from excess spending but rather from failing to appropriately tax people like Elon.

In short he doesn't like the bill but for entirely the wrong reasons.
