Tariffs do make sense if you feel that a country is dumping product (automobiles, steel, lumber etc.) at a cheap price and you are looking to encourage customers to buy American. However, if there is no real American product equivalent, then it's just an additional cost that you're passing on to the consumer.

Depends on the product. If it’s something made elsewhere without a tariff then they have to compete with that producer. If they jack up their prices that isn’t going to make anybody buy their product if there are alternatives.

Which is why Biden putting a tariff on Chinese cars makes a lot of sense. Well that and the whole they’re an evil empire trying to spy on us constantly thing.
