But he doesn't need to use it, throwing behind runners with normal leads, all the damn time.

Especially with two guys on. Odds of picking a guy off compared to throwing it away, giving up a run and letting a runner advance from first to third aren't worth it. His pitching staff is better than he is. And he doesn't seem to agree with that. Let them get the outs.
