Marijuana is easy to locate in Seattle, legal, of decent quality, and there's nothing to do there. Refs have to fly in from afar probably (Seattle is basically the ass end of the NFL teams, lots of them in Florida/down South).

So refs probably toke up because they're cold, hungry, and bored and it makes them sleepy and loopy during the game.
