Canes never have, and never will, spend to the cap.

Having the room and being able to afford it are way different things.

Crosby was not the result of a poor finish. There was a lottery with all teams involved.

Ok, neither is based in fact. Pens were the worst team 2 years in a row before Lemieux was drafted. If that was all a tank, then it wasn't.

If you think the salary/talent dump years leading up to the Fleury/Crosby drafts were to get top picks, then I can't help you.
