Why can't punters kick field goals? Dont they do both in high school?

Some do, mostly just on kickoffs. And occasionally other position players will be the emergency kicker (Ochocinco and Welker were). I guess the ST coach thought he could play through it.

And at this level, I don't think there are any with the talent for both. Kinda like how lots of offensive linemen play defensive line or WR's play DB in HS. It's pretty rare to see one pull it off at the NFL level and be that good at both.
