The Jets and Giants are carried by Local "in city" channels. Currently, there are absolutely Zero Richmond based TV stations that are a part of the DC market.

TV revenue is shared, there is no local TV revenue to matter. The Skins will still be part of the DC market even if they're in Richmond. Local radio will continue to broadcast games. Since the NFC and AFC are assigned different Networks The Ravens will not take over The Redskins ability to be seen on TV in DC.
