If the B10 announces they are returning, how many teams will get bumped out for that reason alone? Or will they wait until after the first week of games to rank some of the B10 teams?

If they announce a definite starting date for a season of at least 8 games, and the start date is before late October, then Ohio St. & one or two other teams would probably show up in the rankings right away; but the other teams would have to prove themselves first. If they don't start until November, it won't really matter.
