Since 1967, the HOF voting process has included the clause that any player that receives under 5% was removed from future ballots. I decided to put together a 25-man roster of the best players who have received under 5% of the vote in their first year on the ballot since then. Here's what I came up with:
Starters

2B: Lou Whitaker (2001)
SS: Bert Campaneris (1989)
3B: Ron Santo (1980)
LF: Minnie Minoso (1969)
CF: Kenny Lofton (2013)
RF: Reggie Smith (1988)

Kevin Brown (2011)

David Cone (2009)
