Yup. Anytime a play requires both guys messing up for him to be safe. You know it's an out that needs to be made.

How in the world is that a "hit?" The throw brought Hosmer off the bag AND he dropped it on the tag.

Because the argument is he had to range deep and make a long throw.

Ok, and if it were close enough that the throw pulling Hosmer off the base was the difference, then I could see scoring it a hit (that happens pretty regularly), but that wasn't the case. Hosmer had plenty of time and opportunity to make the tag. He dropped the ball. Why isn't an error on him?

Because the argument is then that moose didn't make a good throw to Hosmer so tough to give Hosmer an error when he had to leave the bag to make a play.
