UCF is a member of the American Athletic Conference. The American Athletic Conference entered into an agreement with the other conferences to create the College Football Playoff to determine the national champion. UCF did not play in the College Football Playoff thus did not win the national championship.

If UCF disagrees with that then they are free to return the money distributed to their school from the College Football Playoff agreement via the American Athletic Conference.
