Its an old joke from years of talk from the previous regime about how rookies needed to prove themselves before they could get regular playing time. It would make no sense to say that about a guy who couldn't get the chance to actually prove himself.
Slater needs to be in the lineup a lot more than he is put there. Why Pence gets more playing time than Slater is beyond me. The presence of Steven Duggar is the only thing that keeps Pence from being the worst bat on the roster.

Whoops, didn't see that Duggar was optioned yesterday. Now Pence is officially the worst bat on the team (unless you count pitchers, when they are not allowed to hit any longer).
The irony of this statement is rich: "Hunter Pence and Darin Ruf started at the corner outfield spots against Sandoval, but they are known more for their bats than for their defense."
