That's a little bit misleading.

Based on what I've read, the Bills will save roughly $22M by restructuring Allen's contract. They'll push another $10M into next season by designating Tre White a post June 1 cut.

If I added right, that will give them what they need for draft picks (about $10M) with about $5M to spare.

A lot of the cap situations are misleading at this time of year. A team that seems to be in the red but has 5 or 6 players on $10M+ salaries that haven't been converted is probably in a decent cap situation. A team that appears to have cap space but where everything has already been maxed out might be in a worse cap situation. Some of the big extensions for current roster players won't happen until July/August. It won't become clear until Week 1.

is there a certain percentage of cap that must be spent?

I think yes but I know you know

There's a cap floor but it's based on a 4 year cycle. The last time I checked it was about 92% of the total period cap. It's probably subject to similar shenanigans as the single year cap where teams that are low in spending can pay their star a signing bonus now in lieu or next year's salary. I've no clue where any team is in relation to their 4 year spend floor.

A quick quote from PFN:

"While the NFL has a salary cap, it also has a salary floor, so teams cannot hold onto money perpetually. Teams must spend at least 89% of the cap over a four-year period, while the NFL as a whole must spend at least 95% of the cap."

I wouldn't trust that 100%, but it sounds about right.

These appear to be the teams with some work still to do to get under cap for new league year next week.

Saints have been pushing out $ longer than Packers... Packers finally starting to turn corner with more flexibility... Saints still have a couple of years. For 2025 already $58M over and 2026 only $60M above... they have combined $110M dead money already in those 2 years alone.

The Commanders have a golden opportunity to finally reset their franchise. They have the #2 pick in the draft and 5 picks in the first three rounds. Now throw in the most cap space and by a large margin at that. Plus they're no longer burdened by Dan Snyder as an owner.
They really do.
