I was under the impression Williams had been promoted to his current position with the duty of hiring a GM, which means he is still in charge of baseball ops. Is this not the case?

Rick Hahn is the GM, and Kenny is the executive VP. Kenny is his boss, but Hahn calls the shots and then he must simply answer to Kenny about them.

Kenny is viewed by many as just an inconvenience at this point.
