I can understand a team like the Pats or the 49er going all in on a WR like Watkins. But the Bills aren't a WR away from being a SB contender imo.

EJ Manuel isn't a QB to take you anywhere. You don't take WR's at #4 when you don't have a QB. And they traded away their 1st next season. It's complete idiocy.

but that's a terrible trade by Buffalo. A top 10 pick this year, a 4th rder this year, and next years 1st rder.. there's no guarantee the Bills will be a competitive team... that could be a high 1st rounder next year

Pettine was coaching the Jets when they had Revis and Cromartie. Maybe that's the strategy. I don't know, you generally don't need a CB in the top 10 when there's already an elite one on your roster
