This is deliberately misleading. New York does, in fact, have restrictions on what the cards are used for. I would assume some other states do as well. The cards do not function like pure credit cards.

I'm not saying that there are not people who will mis-use their benefits or find a work-around to any restrictions, but anyone who actually believes that EBT cards can be USED AT a strip club or nail salon, I don't know what to tell them...It's not a mastercard. If they are getting cash from an ATM using the card, then no one has any control over how/where they spend that cash.
