Jim Bowden has a wish list for what he'd like the new commissioner to do and it's pretty interesting. I'll post the main topics and lines.
1. Improve the pace of the game
Reduce the number of warm-up pitches to shorten time between innings.
Institute a pitch clock.
Award intentional walks with a simple signal from the manager. Do not make the pitcher throw four balls.
3. Implement the designated hitter rule for both leagues
5. Reshape some draft rules
Allow trading of picks.
Institute a worldwide draft.
Eliminate the association of free agency with the draft.
8. The All-Star Game should no longer determine World Series home-field advantage
10. Ballpark changes
New parks for Oakland and Tampa Bay
Affordable tickets everywhere.

Number 10 is stupid. Tax payers have to pay for those stadiums, so unless Jim Bowden has the money to give those residents he can shut the hell up. Teams don't pay for their own stadiums fully. They make the community do it.
What they need to do is eliminate the wild card and just go back to two leagues of 13 teams. Get rid of the Rays, A's, Diamondbacks, and Marlins.
26 teams would make for a more competitive league with less diluted talent pool. Hell I would be in favor of losing more teams. California has no need for 5 professional baseball teams. Chicago and New York don't need two teams either. The talent pool is so watered down now. The American league is horrible this year.
