I have a feeling they didn't just say, "oh you lost some tickets, here's a couple more" and send them out the door. Maybe it's just the tinfoil hat I wear, but I think they probably did a bit of fact checking to verify tickets were indeed stolen. They were probably sold promptly to a ticket broker

And if they were the original buyer of the tickets, you can easily get tickets re-issued. Goodell just used this as a nice PR bump for the league.

The people that stole the tickets are obviously just doing it to piss off the seahawks fans (most likely a 9er troll)... There's no way that anyone would be stupid enough to steal the tickets and actually use them.
