Amid all the crap responses you received, I'll take stab at it.
In the 50's 60's 70's and 80's of college football, teams played against quality competition as much as they could.
OOC games would pit a number of name teams to get them ready for conference play. Back in those days, winning your conference was the main goal.
Prior to the late '80s and 90s, college football was really a regional sport. Each and every team was more in tune with winning their conference. Winning your conference and going to what is now considered a BCS bowl game was much much bigger back then. Oranges were thrown on the field for the Big 8 champ, Roses were beheld in hand in teeth by Pac 10 and Big 10 Champs, and the Sugar was the big to do for the SEC.
That all really changed when college football started to pit the #1 vs. #2 team to define a National Champion. BYU in '84 started some pulse, but it was split champions in 1990 and 1991 in back to back years that really got the ball rolling. That led to the Bowl Coalition in 1992 that would TRY to pit the #1 vs. the #2 if it was within some kind of alignment of the bowls. Which later led to the Bowl Alliance.........and eventually the BCS we know today.
With the BCS in place, and set back in 1998, the focus of the nation became more wide-ranged. It was no longer in your region, but national attention. Success of BCS Champions and national spotlight since 1998 has made this game known well more than regional (but national), and far more exceeding conference champions and the old school rotation of Janurary 1 bowl games of the Rose, Sugar, Orange, and Cotton.
Now, to get to your actual question. When did the term "cupcakes" come around?
Well, I'd put it out there that is has happend in the last decade as teams have been scheduling lesser and lesser OOC schedules to keep themselves "eligible" for post-season consideration and the almighty National Championship and BCS Bowl Game invite.
Coaches, ADs, and entire Ahtletic Departments have realized that undefeated seasons, or 1 loss seasons bring forth much greener pastures and bring forth serious chances of being selected into a BCS Championship game, much less the far greener pastures of securing a BCS bowl game bid that 10 folds any other bowl game bid. Especially if a conference can nab 2 invites in a single year.
In a nutshell, BCS Bowl Game bids have greatly influenced the 'cupcake' games. Most AQ teams will pay for a win or 2 or 3 (because they can), for a chance at a BCS Bowl bid. When solid 2 and 3 loss teams from power conferences were denied bids to these elite payout games did we really see an uptick in OOC games against 'cupcakes'. Losses, regardless of when they happened became too important, and became detrimental for teams/conferences looking to pad their coffers with BCS bowl game invites and rankings to get to those games.
So... when did it happen? Around 1997 had a great influence, but around 2002 or 2003 did it really click for our Athletic Departments to schedule fodder.
