I think what he means by this quote is that the Big 10 was aiming to have a team in the championship for the 3rd year in a row, but the events that happened prevents that.

If the Penn st receiver is called out of bounds in 82 and Nebraska wins the natty - does Penn st win the championship in 94?
PSU beat Neb in Sept 82 where people believe that PSU won only because they called a catch from a receiver that was clearly out of bounds. That was Nebraska's only loss that year and possibly kept them from winning the championship. Penn St won the championship that year with an 11-1 record.
In 1994, some believe that Nebraska won the championship because voters wanted to give Tom Osborne his first championship. If Nebraska would have won the 82 championship, then PSU could have possibly won the 94 championship.
There's a couple of things about BAMA football history that could've been altered. The 2 that always stand out to are:
1) What if Kentucky had given Bear Bryant a Cadillac (like they did Rupp) instead of a Zippo Lighter when he won them their 1st (and maybe last) SEC title?
2) What if Tebow had came to BAMA (was down to BAMA and UF) and Shula hadn't been fired?
He touches on #2 in the article. Basically Tebow leads y'all to a National Title and Saban gets hired at Florida.
