App/program that can chose draft positions in a weighted way?

Does anyone know of any apps/programs that can choose draft positions in a weighted way like the NBA draft lottery? I know I could do this with papers or ping pong balls being drawn out of something out of something but it would be a lot easier if I could do it electronically. There's multiple apps that can randomize draft positions but I found none that has a weighted option.

you can use any random number generator site... just add how many of each you want...
