I don't think that is the standard setting unless it changed this year because of Covid. I'm in a dynasty league on Sleeper that allows Doubtful players into IR slots

You just don't want him to explode this week. LOL. Seriously, though, he's looked great running the ball. Check out his highlights from the last two games. The question is how many touches will he get if the Niners go back to using McKinnon and with Coleman coming back possibly this Sunday. However, I'm thinking that if Hasty keeps ripping off solid runs, then Shanahan would have to keep feeding him the ball.

Yes. It's a Yahoo free public league, so it's not so intense, but the guy who owns Cook is in 3rd place and is active. He probably should be rostering Mattison.
