Garrett did twist so Rudolph didn't hit the ground first, then while on the ground flipped again so Rudolph is on the ground. At some point during the tackle Rudolph takes exception to the play. He tugs at Garrett's helmet and Garrett decides he'll attempt to lift Rudolph off of the turf via the face mask.
