I haven't paid much attention to this, where does it go now?
It doesn't take effect until 2023. Hopefully by then the NCAA gives the California schools the boot. California will have it's own XFL 2.0 league. Illegal aliens are more into soccer so I expect the stadiums in Cali to be more empty than they are now .. if that's even possible.

Well basically California is taking on the rest of the members of the NCAA who oppose doing this. The Board of Regents for the NCAA could vote to make all California college athletes and schools ineligible to participate in athletics declaring that by "accepting pay the athletes have become Professional Athletes and are no longer eligible to participate in amateur events".
Not saying this will happen but it could

Was it against California or any other state's law before? I don't think so.

It is against NCAA rules.

The California law doesn't change that.

Meh, we pay our top recruits anyways. We just hide it from the NCAA well, and it’s tax free for the athletes. Really, openly paying the athletes and forcing the to pay taxes will hurt California schools recruiting
I agree. There is no way Dobbins and Chase Young want to pay taxes.

It is nice for Tebow that he was fine losing all that endorsement money, but that was a personal preference. I don't see why a few that are ok to be exploited means that all should forced to be.
