Top two by what definition? Cena and Lesnar are still WWE's biggest drawing stars. Lesnar potentially getting popped for a failed drug test MAY have impacted his place in the draft and then again WWE may not care yet. Who knows what WWE will do with the order of the draft. Heck there's even been speculation in the rags that Finn Balor maybe the #1 overall pick and he's technically still in NXT.

Raw will either get the 1st two picks or picks 3 & 4/4 & 5. The 3 to 2 ratio dictates back to back picks by Raw most of the time.

Top 2 in terms of they are on every show and have been in the title picture for several months now. Rollins and Ambrose will be the faces of WWE for years to come. They have been building off of them for several years now. Lesnar and Cena are on the back end of their careers. Yes, they are most certainly still top draws, but neither have been in the title hunt for quite a while now.

True but it really depends on how Vince sees it and that's how it's been in the past. However, if Vince is taking a true step back and letting Steph/Foley & Shane/Daniel run creative then the draft should start with Ambrose & Rollins. I just can't believe Vince will take a backseat until I see it happen.

Where did you even get the hint that Vince will step back in creative? He's still the guy who makes all the final decisions so nothing will change. What we see on tv has no bearing on what actually happens.

Rollins is a really strong promo imo. The ratings have been on a steady decline with or without Reigns on top. He's a star imo.. especially if they pull the trigger on a heel turn.
With Balor I think they've been high on him awhile and waited on the right moment to bring him up with momentum
