Each year, clubs that exceed a predetermined payroll threshold are subject to a Competitive Balance Tax -- which is commonly referred to as a "luxury tax." Those who carry payrolls above that threshold are taxed on each dollar above the threshold, with the tax rate increasing based on the number of consecutive years a club has exceeded the threshold.

A team's Competitive Balance Tax figure is determined using the average annual value of each player's contract on the 40-man roster, plus any additional player benefits. Every team's final CBT figure is calculated at the end of each season. (Note: If a player signs a contract extension that doesn't kick in until a later season, his AAV for the purposes of the CBT doesn't change until the new deal begins.)

The following thresholds were put in place per the 2022-26 collective bargaining agreement:

2022: $230 million

2023: $233 million

2024: $237 million

2025: $241 million

2026: $244 million

A club that exceeds the Competitive Balance Tax threshold is subject to an increasing tax rate depending on how many consecutive years it has done so.

First year: 20 percent tax on all overages

Second consecutive year: 30 percent

Third consecutive year or more: 50 percent

If a club dips below the luxury tax threshold for a season, the penalty level is reset. So, a club that exceeds the threshold for two straight seasons but then drops below that level would be back at 20 percent the next time it exceeds the threshold.

There’s also a surcharge threshold for clubs that exceed the base threshold by $20 million or more.

$20 million to $40 million: 12 percent surcharge

$40 million to $60 million: 42.5 percent surcharge for first year; 45 percent for each consecutive year after that

$60 million or more: 60 percent surcharge

Clubs that are $40 million or more above the threshold shall have their highest selection in the next Rule 4 Draft moved back 10 places unless the pick falls in the top six. In that case, the team will have its second-highest selection moved back 10 places instead.

This is the latest I could find on the Rangers payroll situation...


Until the TV deal gets resolved one way or the other I don't think we'll see much movement on the Rangers part unless it's some kind of cheap deal...

I'd still like to see them do a deal with Woodruff now looking towards the future...

I think the closeness to the Luxury Tax threshold has more to do with this offseason than the TV mess. If Bally was in fine shape, the Rangers would still not zoom past the threshold.

The Rangers are in great shape to negotiate a new TV deal as soon as the Bally deal has been voided. They know that. They also know they don't want to pay a large Luxury Tax penalty a year from now.

Huff breakthrough​

The Rangers haven't closed the door on Mitch Garver returning to the team to serve as the backup catcher and primary DH, but the first-time free agent might find a better deal elsewhere.

That would leave Sam Huff as the front-runner to be Jonah Heim's backup and occasional DH, and the Rangers need to give him the job.

Should Huff reach his potential, he would be an All-Star. He hits the ball further than anyone in the organization, and in 2023 he cut down on his strikeouts at Triple A Round Rock. Rangers pitchers, including Gray, also like throwing to Huff.

Solid, young contributors are a necessity for a healthy franchise, and the Rangers need young players to start making an impact and to help balance the budget.

At-bats for Foscue​

The Rangers added infielder Justin Foscue, the 2020 first-round pick, to the 40-man roster to keep from losing him in the Rule 5 draft. The next step is for Foscue to work his way into the lineup.

He has the bat-to-ball skills to do so. He doesn't strike out much. He has spent the offseason working to make his bat a little quicker and his contact a tick harder.

His contributions are needed, especially if Garver doesn't re-sign.

Could certainly be. But unlike Leon, Huff can hit. I could end up looking like a fool, but this is going to be the year that we really enjoy the fruits of a really good farm system.
IMO, Huff, Foscue, Langford, White and Antoine Kelly will all play key roles and help fill out the roster quite nicely. Still think the FO acquires a couple more quality relievers at some point.
