There are some instances where the chop block is still legal. I'm guessing the NFL is looking to eliminate those and make it completely illegal.The chop block is already illegal. (When one blocker engages a defender low while he is engaged with another blocker up high).
They are probably looking to make illegal blocks below the waist. He probably meant cut blocks.
That would be silly. Create a huge number of penalties and really hurt teams that want to run the football.
Cut blocks to that backside of defenders legs should be illegal. But if the blocker and the defender are facing one another, blocking below the waist should be a legal block.
