There not any pan handlers or homeless people from where you from? This is like completely standard for the bay area. They literally have areas of town where tents and makeshift shelters take up space on the sidewalk where you can't even pass. It's crazy.
I gave a 5 to a guy at a Walmart (in Portland, OR) a few years back. He was grateful, said thanks and everything. I had to park forever away from the store as the partking lot was packed. When I came out, saw the dude throw his sign in the back of a newer Porsche, get in and drive away. I didn't know what to think. Paper ran a story three months later that a local study found that 1/3 of all panhandlers in Portland earned six figures a year panhandling. Since then I have care packages (travel soap, deodorant, granola bar that sort of thing) in the car that I hand out instead of cash.
