I hate the targeting rule because they kick the players out of the game.

However, there has been a personal foul for hits like that for many many years. The difference is it should be a 15 yard penalty instead of being ejected.

So, just because targeting rule sucks doesn't mean those type hits aren't legit personal fouls.
