what will keep them from redacting whatever they feel like? As far as I can tell, nothing. Though I'm not clear on what people are hoping to find here.

The simple answer is that if they redact something they shouldn't they'll get sanctioned by a judge. Judges get upset when you violate a court order.

They have to release partial numbers to all of his "personal calls". I'm sure this makes it so if he tries to hide a sketchy number, say Gary Wichard, it should have his partial number and people can make the connection. I'm not sure who is monitoring them releasing even the partial numbers, though.
