That's just trying to bash TEXAS for no reason.

Mack and the Horns have long established that they don't recruit 2 sport athletes.

This dude insisted on being able to play baseball.

Many schools with policies similar to Texas did not recruit him either.

You can find fault in the Texas policy, but they are usually very consistent and adamant in implementation.

He wanted an offer from a school that was going through a 5-7 season?
He wanted an offer from a school which had a freshman starting QB who had been considered Top 5 in HS?
Maybe he wanted to be offered and get a free visit, but he wasn't going to be serious about it.
Texas had offered and got accepted by Brewer who had offers from many of the same schools that had offered Winston.
If Winston was really interested in Texas, why didn't he contact the baseball team? Oops, he didn't.
