You do have 1 county in South Florida, and only the 1 county. That's all you started with. It might not show up on that image, but it shows up on the interactive map. Due to the way stadiums are setup, all the other counties in south florida were closer to someone else.

To start the season each county goes to the nearest FBS team's stadium. If you beat a team you get all of the counties that they currently have, if any. Lose and you lose all of the counties, if any, that you possess.
