This isn't the NFL, where the commissioner can do whatever he wants. MLB has a contract with the players' union that outlines suspension time for failed drug tests. I'm just glad MLB is pursuing this as strongly as they are. Anxious to see the suspensions for the rest of the players under investigation.

Personally, I would prefer a "one-strike, you're out" policy:

1. If you refuse a drug test, you're treated as if you were guilty of failing it.
2. Actually failing a drug test results in a lifetime suspension for the very first offense.
3. In addition, the player shall be fined an amount equal to his lifetime earnings in professional baseball, and his official statistics (in both the minor and major leagues) shall be nullified in their entirety.
4. Any team that knowingly signs such a player shall lose its top draft pick next year. This is cumulative: having two offenders on the team = losing the top draft picks for two years in a row, etc.
