There is plenty of evidence to support that. Aside from last game, his entire career has been abysmal with regards to passing.

He plays in Chicago! you can't explain how this guy went from the most accurate passer in CFB history to what he is with the Bears without pointing to them as causative.

The college game has a ton of mismatches on the outside and the athleticism across the board is far less in college. This means an athletic QB is even harder to contain on both phases. In the NFL, everybody is athletic, so an athletic QB that created mismatches via their athletic ability and mismatches on the outside just doesn’t exist in the NFL.

There's only one standard pocket QB in the game today and that's Herbert, so in order for you to be right, no other QB in the game today would be successful. Beyond that, I posted actual stats instead of anecdotal evidence, which isn't evidence.
