Are they implying that the overall record is analyzed first, and conference record second? Someone explain #1 to me.

No, #1 is H2H and is technically step 2 as Big 12 record is #1. It is only counting games between the 2 teams.

If A beat B, B beat C, C beat A, then it compares their record vs the next team down on the standings.
