He didn't hire Hugh Freeze someone else at Ole Miss hired him. Bjork was the one that fired Hugh Freeze despite some of the fanbase who wanted to keep Freeze.

I am not sure what is confusing you. Bjork was the AD from 2012-2019. Hugh Freeze was the HC at Ole Miss from 2012-2016. So all the cheating happened under his watch. He was either a co-conspirator or a complete moron not to see what was happening under his leadership.
