They didn't know what they had in him but it was hard to let 4 years worth of investment go out the window. There was a lot of bad blood though between Osweiler and the FO/Coaching Staff so my guess is at least 2 weeks before FA even started the Broncos knew he was gone and made an offer to show they were trying to keep him but knowing he was gone.
