you will get a wide variety of list depending on how they are judging it.
Often times smaller towns will get it from per capita or whatnot.
True, and data will change yearly. Its very possible areas of Philly would have taken page one in the 80's.

I do know this. Where I grew up it's much safer today than it was in the 70's.

Our school had concertina wire, NOT Barbed wire, on its fence when I went there, now it's a open campus. Our school was banned from playing Bassett due to gang warfare, and a gang BLEW UP a house to kill a guy.

For the most part I felt safe because I grew up with and was friends with the gang members.

Only time I had any issue was one pint size gang banger was telling me Townsman were out to get me, because I broke another guys ribs. I was scared until I talked to another who said the gang had no issue with me because I was just protecting my property and to situation was not a gang issue.

The next time pint size gangster gave me shit I challenge him there and when he backed down I told him its over.

Don't take this a Billy bad ass, but it's not hard to break a rib or two swinging a fence pole.

Gangs have taken over the entire southern part on California... unfortunately. Philly didnt have gangs in the 70s or 80 or 90s. We did have these things called wolf packs but it was not organized like gangs. It would just be like 30 or 40 kids who would all congregate after school and get on the bus and rob everyone. I didnt know La Puente had these issues back then. Was it crips and bloods or just other sets?

Its because those are smaller areas. As it spreads out and gets larger the stat numbers go down. Sort of like South Central LA being relatively large and having over 800 murders a year in the late 80s but Gary Indiana being the murder capital. I cant see an area being worse then Camden NJ. Really REALLY bad over there. North Philly is a HUGE area. I think the Kensington area of North Philly (really more east Philly) has the largest open air heroin area in the country. Its directly off an i-95 exit and every heroin addict in jersey (to the north) and Delaware (to the south) all go there. Freaking neighbors are terrorized from all the wide open shooting up going on. Needles all over the place they cant even let their kids go out to play. Terrible.

I know about per capita but for awhile only 3 murders on a weekend in Chicago was seen as a positive.

La Puente was/is primary P13 (Mexican Mafia) area followed by Townsmen and East Side Dukes.
Again I was smart enough to be friends with all and never claim any allegiance.

Dumbass... no one is trying to portray a University to be tough. Its just in one of the worst hoods in the entire country. Do a little research on N. Philly.

Relax Schmoop... all Im saying in all my years of hanging around in the inner city I never ever EVER heard it used for males. Thats a 6 year old kid. Its not worth arguing about so to end this stupid conversation... Maybe in different parts of the country the meaning has morphed into meaning more then one thing but trust me... it means a promiscuous female. I highly doubt any of you grew up in predominantly black neighborhoods. Im getting slang advice from a bunch of suburban white dudes.

You are also wrong on your assertion. Ive been wrong on here several times and I always admitted it when I was wrong. YOure thinking of Handi and Manster, not me.

I went to school in Santa Ana with only 7 white kids in the school. I played ball every day with the black kids. In those days we didn't even have Mexicans in the school. I didn't know black kids were any different. We were all very poor.
I don't remember them sounding any different.....

Those suburban white kids are some bad asses. Or maybe it's the Asians?

"The enrolled student population at Temple University is 54.2% White, 11.6% Black or African American, 11.1% Asian, 5.81% Hispanic or Latino, 3% Two or More Races, 0.107% American Indian or Alaska Native, and 0.0789% Native Hawaiian or Other Pacific Islanders."

You do keep us entertained Billy.
 What are the rest of the kids???

The data seems to be direct from Temple. Could explain the 4+1=4.

Your lack of degree shows that even when a top agent reports it’s a 4 year contract you can’t accept it. But I know you can’t say, “My bad” under any circumstances.

How is it Wentz 2nd contract starts in year 6 of his career.

Oh, I know why, his rookie contract covered 5 years.

Sorry but 4+1 = 5 not 4.

well technically PE1 is right. the "rookie" Contract is 4 years.
1st 4 years is the only thing that can be negotiated by the agent.
Also the 4 years is part of the rookie pool in the salary cap.
The 5th year is part of the normal cap (whatever the fuck all that means to the salary cap)
However because 4+1=5 the contract a 1st round rookie signs is for 5 years. the rookie part is the 1st 4.

1st round rookies sign contracts giving up their rights to other teams for 5 years.

Fact is teams have contract rights on 1st round picks for 5 years.
