That is true. This also may speed up the plan of a couple of years ago to have a foreign draft instead of just letting them be free agents. It makes no sense to allow them to be free agents and American kids have to go where drafted and basically sign for slotted money.

Fangraphs' Kiley McDaniel reports that the Yankees and Red Sox are the "heavy favorites" to sign Cuban infielder Yoan Moncada.
That's assuming Moncada is cleared by the OFAC before June 15, as both the Yankees and Red Sox can't spend more than $300,000 on any player during the 2015-16 international signing period after exceeding the 2014-15 bonus pools.
