1) PAC owns UW TV rights until 2023.
2) Washington isn't going anywhere...but let's say they were. You'd have to take Wazzu as well. That's a dealbreaker I would imagine.

My dream would be adding Texas and OU to the B10 and putting them in the west. So you'd have Mich/OSU in the East and Texas/OU in the west. That would set up some spectacular B10 title games.
