Indiana Pacers by a mile. Once you have Paul George return, the rest of the team is mainly comprised of guys on a 1 or two year contracts. David West will probably be gone and his 12M salary. George Hill will likely be gone too.

You have a star piece, flexible cap space, expiring contracts and solid coaching staff and front office. That in itself is the basis for a good foundation going forward.
