Was he always this bad? I remember him being average until this year.

2014-2016 he seemed fine to me as a safety. Was always a bad tackler but the range is pretty much gone at this point.

coming out of college, they claimed how brilliant he was at learning the playbook and reading D's, scouting reports

Did Marcus Peters hide his deficiencies in coverage? There have been a few Cover 2 type plays this year where the CB just gets beat and Parker isnt there to help.
