One thing I don't understand is how a play called dead can be ruled a fumble. A whistle should mean the play is over.

You can't advance but if you recover that part stands. Players are taught to get the ball even after the whistle in situations like that. Same with backwards passes. That's why you'll always see them go after it even after the whistle blows.
