I refuse to believe that a coach that would have players change jersey numbers in the middle of a game to try and gain a competitive advantage had anything to do with cheating.

Christ, you are so full of shit. The rules prohibit "Changing numbers during the game to deceive the opponent." So it's not cheating if the backup QB misplaces his jersey at halftime and is forced to wear a different number. The change isn't being made to deceive the other team, it was made because he needed a new jersey, you see. Totally legit.
