If there was any interference before the tip, it is still PI.

if the ball is still in the QB hands, it is not considered a tip. It has to be in the air.

Those are flimsy outs, but they can be outs for the officials.

my favorite pac12 referee is Shawn Hochuli. He is just as entertaining as a Pac12 ref as his dad is as an NFL ref. You are never left without a full understanding of the call. In extreme detail.
